- According to Article 17 (Diagnosis, etc.) of the Medical Service Act, all medical certificates and opinions cannot be delegated to an agent if the patient is conscious, and can only be issued if the patient visits the hospital himself. - All proofs require identification, and minors can issue after check the family relationship certificate (health insurance card, copy, etc.) with their guardian after checking their identification card.
